The top management is often arbitrary and opaque. While most people find tremendous satisfaction in being a part of the development delivery, there is frustration at senior level appointments and many departments are perceived as having been compromised through promotions.

In some countries the Bank would have been sued countless times for some form of discrimination or other - Very apparent separation of the classes between professional staff and general service staff. - Little to no growth opportunities for General Service Staff. It is highly unlikely that a general service staff member can get promoted to a professional position even if they meet the requirements
