Top heavy with closed minded, ex-military management chain. Little or no opportunities for growth and promotion. Ineffective managers rarely get involved like they should and problems get ignored for years. Promotion is only possible through attrition. Innovation is pushed but innovators are expected to provide complete solutions on their own time. Programs / projects end abruptly and leave employees with no coverage. Raises are capped by an artificial pay band system which isn't documented. Management will not have your back.

Management was locked in a development mindset from the 1980s The business was too big and too slow for its own good. The development team was never able to acquire the right tools to do the job well. The entire development, testing and deployment process was bloated beyond usefulness, locked into a contract that crippled good judgment and efficiency. So. Much. Rework. There was never time to do it right the first time, but there always seemed to be time to do it again.
