Good pay, bureaucracy limitations to promotion even though outstanding performance reviews - Associate Systems Administrator Liberty Mutual Insurance Employee Review

I was 10x more motivated than my peers and performed at a much high level. Even though I observed these abilities (confirmed in performance reviews by multiple members of management and upper management) I was held back from promotions because "there wasn't enough room at the next level". I was outperforming people 1-2 grades about me and they couldn't do anything about getting me promoted. Living in NH really didn't work for me as I was from CA and hated the weather, culture, and people's attitudes out there.
