Uber Software Developer interview questions

Applied online, was contacted by a recruiter a week later. Had a 30 minute chat with the recruiter. Recruiter set up a phone interview (tech screen). Tech screen was with a Senior Software Engineer at Uber. He asked about my background and then gave me a technical question: Design an API limiter such that only 4 calls to "makeHttpRequest" can be made every second.

HR interview was very professional and nice. first went through my resume with and talked about many projects i worked on. then had the technical phone interview it was really bad. the interviewer strong accent doesn't help the difficult tree question i got ... I had to ask him to repeat many times.
