Cisco Data Engineer interview questions

It took more than a month to have 4 rounds of technical Interview and a coding test. I qualified the test, completed 3 rounds of interview. After each round there used to be a silence, no information from HR team. I had written multiple emails and then they scheduled next round of interview. After 3rd round, HR replied to my followup email and asked for my current salary slips and details stating I have completed all rounds and once their payment team give clearance, they will give me offer letter. Here comes the twist, they again scheduled another interview and never contacted me. I wrote follow up email and after 2 weeks I am told I have not been selected.
